Regional workshops have been initiated in Chile to bolster climate action

    Approximately 500 individuals are participating in workshops aimed at enhancing the capabilities of municipal and regional officials, as well as members of civil society, in the development of climate action plans.

    On Monday, August 12, the first of sixteen regional workshops addressing climate action in Chile was conducted. This initiative is part of the project “Capacity Building for the Development of Regional Climate Change Action Plans (PARCC) and Municipal Climate Change Action Plans (PACCC),” which also included a diploma program and a training course.

    A total of 480 participants, comprising municipal and regional officials and members of civil society organizations, will receive training to improve their capacity to develop Climate Change Action Plans. These documents are intended to delineate a roadmap for how each region and municipality will address this global phenomenon.

    The project, which includes one workshop per region scheduled until October of this year, is supported by the Food and Agriculture Organization of the United Nations (FAO) and the Ministry of the Environment. It is being implemented by the Center for Climate and Resilience Science (CR2) and the Center for Environmental Law (CDA).

    Each workshop will address critical stages in developing Climate Action Plans at both regional and municipal levels. This primarily includes diagnosing territorial risks associated with climate change, identifying major greenhouse gas emitting sectors, designing mitigation and adaptation measures, and creating implementation plans. The proposed methodological approach for these training sessions is based on an integrated vision that prioritizes the specific territorial needs of both municipalities and regions, incorporating adaptation and mitigation aspects.

    Dr. Pilar Moraga, Director of the CDA and CR2, stated, “Capacity building is both an axis and an objective of Chile’s Nationally Determined Contribution and Long-Term Climate Strategy. When officials have a higher level of knowledge about defining the contents of these action plans, it contributes to developing more robust public policy.”

    Andrés Picca, Head of the Climate Change Division at the Ministry of the Environment, emphasized the contribution of these workshops to the correct application of the Framework Law on Climate Change. “This workshop is important because we need to advance this Law and implement climate action at the subnational level, and it helps us ensure this occurs more decisively across the entire territory,” he commented.

    Finally, Diego Irizarri, National Project Coordinator and FAO member, indicated that CR2 plays a fundamental role in the development of this series of workshops, due to “all the knowledge it manages in the field, being obviously one of the reference centers at the national and international level in matters of climate change.”

    The workshops were designed by María Ignacia Silva and Bárbara Morales, professionals from CR2’s dialogue and interdisciplinary area. Ana María Ugarte, CR2 researcher, and Felipe Grez, a psychologist from the University of Chile and professional at Symbolon Social Studies, will conduct them.
